STAY IN PLACE PROgram (SIPP)

Stay in Place Program (SIPP) is a collaboration between Elevation Community Land Trust (ECLT), West Denver Renaissance Collaborative (WDRC), and the City and County of Denver’s Office of Financial Empowerment & Protection (OFEP).

SIPP was created to offer new options for homeowners at risk of foreclosure or displacement to stay in their homes and communities.

What Is SIPP?

The "Stay In Place Program" is a Partnership to minimze foreclosure and displacement in west Denver.

SIPP uses the powerful Community Land Trust (CLT) Model to offer homeowners the ability to:

  • stay in their home and community
  • realize 100% of the equity they have built in their home
  • retain ownership of their home
  • put the underlying land into trust to serve the community long-term
 
 

Two Unique Choices

SIPP: Maintain
Provides an option for existing homeowners who cannot sustain homeownership and are at risk of foreclosure to use their home equity to reduce mortgage and consumer debt by joining the Community Land Trust (CLT).

SIPP: Build
Offers the opportunity for homeowners to use their home equity to reduce debt and fund an ADU to create additional housing for family members or help stabilize finances with an additional income stream as they join the Community Land Trust (CLT)

 
 

HOW IT WORKS

SIPP is best-suited for homeowners who want to stay in their home
and build multi-generational housing stability in their community

 

Who Qualifies

Homeowners (<80% AMI) with or without mortgage debt at risk of displacement due to:

1. Escalating housing costs due to ​

  • property tax increases

  • critical home repair needs

2. Income limitations such as fixed incomes or COVID- related reductions in income​

  • fixed income but want to house extended family or want revenue from rent

  • need to pay off debt or lower monthly housing costs

3. Households that have pre-qualified for the WDRC ADU program, but would benefit from additional equity available to maximize the program benefits.​
